やまと競艇学校82期卒業記念レース。開会式の壇上で波多野憲二は宣誓していた～「3年以内に日本一のレーサーになります!」。会場には感嘆と失笑が沸き起こっていった。そんな簡単に勝てるほどプロの世界は甘くないのだ。そして卒業レース・準優勝戦がはじまった。強引な山崎のダンプを、禁止されているモンキーターンでかわした憲二は1着でゴールイン、優勝戦進出を決めた。そんな様子を見つめていた謎の男が憲二のもとにやってきて…。
