BTK announces his arrival by murdering four members of the same family; he claims more victims over several years while taunting police, then goes dark for two decades before resurfacing in 2004 after media stories claim that he'd been forgotten.

A new generation of law enforcement hunts the resurgent BTK, who delights in communicating with police and the media about his murders while threatening new ones. He is finally arrested, bringing relief to Wichita but shock and horror to his family.
