Despite Jonesy's warnings, she accepts a lunch invitation only to discover the he has a son with Downs Syndrome and doesn't appear to be quite the monster she had imagined. Amy traces the boy's mother and uncovers the doctor's first victim, but just as she is about to put the doctor away, he again turns the table on her.

The gruelling investigation of the attacks on the Mt. Thomas police continues, as Tom heads to Melbourne to investigate the man who sold the parts for the bomb. He links it to chemical dealer 'Doc' Parkinson, and is determined to prove that he provided the Baxters with supplies for both the bomb and the speed. Although Nick seems to be against this idea, he does join PJ and Amy - who everyone at the station is very impressed with - on another search of the Baxter property, during which time he plants listening devices in their home - which ultimately lead them to discover the truth. On a doorknock, Jonesy and Susie rescue an attractive woman named Donna from a rubbish skip she has been locked in, and Jonesy falls for her. PJ is stepping out in style - back in uniform as the Acting Sergeant. But this isn't the only change at Mt. Thomas police station. A new member has arrived; acting CI Deborah Hill and none of the Heelers seems able to make a good impression on her. Deborah is currently suing another member, Sgt. Bill Parker, for sexual harassment and tensions increase when she catches the Heelers talking about it behind her back. Deborah is taking over a case from PJ; a series a warehouse burglaries. PJ believes that a local, Johnny Rossitano, is behind them. He explains to Deborah that he has spoken to Rossitano's girlfriend, April, who has told him that Johnny has teamed up with two out-of-towners, Sean and Michael Murphy. The trio are planning to hit a warehouse tonight. Deborah doesn't think much of PJ's techniques or his information. PJ and Deborah continue to clash as they prepare to stake out the warehouse that night. Tom realises that something has to be done and so tells PJ to back off.

Amy and Even are attempting an undercover operating when their cover is blown and Matt is almost shot. Tom is still battling with, and coming to terms with, his cancer and knows that he should be taking his time and renewing ties with his estranged family. He is distracted when disgraced former police-officer Adam Cooper arrives in Mount Thomas, as a photocopier technician. Cooper, who was dismissed by Tom for corruption, attempts to frame Tom and accuses him of illegally selling stolen firearms following the bombing of the former Mount Thomas police station; these are accusations that Inspector Falcon-Price is gleeful to hear and he readily accepts them and grants Cooper anything he desires. Tom also helps fellow cancer suffer, Gina, in her final days and Heelers are left to pick up the pieces. Alex and Amy must prepare for Tom's approaching case, which he seems to have no care for at all, and they are stretched to breaking point. After the accusations against Tom, the Inspector announces that the Mount Thomas station is to close and the Heelers start to find new jobs, facing the fact that they must leave Mount Thomas. Finally, Cooper's scheme is foiled, it is announced that the station is to remain open and the Inspector leaves, very disappointed.

Falcon-Price is still at Mount Thomas and, after realising the extent of Tom's bad health, orders him out on the road as Divisional Patrol Supervisor, seeing a chance to get rid of Tom by proving he is not fit for active duty. It looks as if this is true when Alex is stabbed by an escaped offender and it looks as if Tom is to blame. Falcon-Price convinces Alex to have Tom brought before the Medical Officer and, when Alex agrees, Falcon-Price uses this as ammunition to get Tom out of the force; but gets it blown up back in his face. Meanwhile, Jonesy and Amy are have difficulty finding their suspect and Kelly's jealousy is showing when she tries to find some negative information about Joss's new girlfriend.

Tom secretly goes to Melbourne to receive treatment for his cancer, confiding only in Amy. Kelly, becoming uneasy about Tom's disappearance, consults Amy who ensures her Tom is out innocently fishing. The fourth victim of the Mt. Thomas killer has been found in an alleyway near Bill Lapscott's house, using what looks to have been a brick from his yard to knock her out. Confusing the detectives is the fact that a different weapon was used in what seems almost to be a different M.O. The only thing tying her to the other victims is the crucifix, and her history of sexual abuse, leading Garth to suspect there is a copycat killer at work. Amy's theory that Jeff Watts is the killer is proven wrong, since he was under surveillance, but Garth suspects it was Bill. They find him, still at the office, having showered. PJ and Amy discover a link between him and the second victim - Merinda May: a therapy group for sexual abuse victims, run by Dr. Bill Lapscott a psychologist. What makes them worried about this link is that the first victim did not attend, so Amy infiltrates the group to see if this could be how the victims were chosen. As the group share stories of their own sexual abuses, Amy gives one also. While she later insists she was making it up, Bill recognises the signs and knows that she wasn't. Tragedy turns to terror in Mt. Thomas when a second body is found, killed in a similar manner to the first one, and with a crucifix by the body as before. It appears there is a serial killer in town. PJ and Amy work with Garth to track down the only man with links to both girls - a masseuse who seems to fit their profile. But, while in questioning, a third victim is found giving the masseuse an alibi. What confuses the detectives is that the third victim is male which doesn't fit with their established profile of the killer, and it seems they must start at square one. Tom is still battling with, and coming to terms with, his cancer and knows that he should be taking his time and renewing ties with his estranged family. He is distracted when disgraced former police-officer Adam Cooper arrives in Mount Thomas, as a photocopier technician. Cooper, who was dismissed by Tom for corruption, attempts to frame Tom and accuses him of illegally selling stolen firearms following the bombing of the former Mount Thomas police station; these are accusations that Inspector Falcon-Price is gleeful to hear and he readily accepts them and grants Cooper anything he desires. Tom also helps fellow cancer suffer, Gina, in her final days and Heelers are left to pick up the pieces. Alex and Amy must prepare for Tom's approaching case, which he seems to have no care for at all, and they are stretched to breaking point. After the accusations against Tom, the Inspector announces that the Mount Thomas station is to close and the Heelers start to find new jobs, facing the fact that they must leave Mount Thomas. Finally, Cooper's scheme is foiled, it is announced that the station is to remain open and the Inspector leaves, very disappointed.

Chris tells Tom that his eyes are playing tricks on him and Tom responds that Chris has identified the wrong body. Chris tells Terry that Tom has seen him at the dawn service and it appears that Terry has $700.00 in outstanding fines. PJ writes shields off as a wacko but Maggie feels there is something more to it. When Shields is found dead the next day, the finger is pointed at the duck-shooters. A baby disappears in suspicious circumstances, but only Adam believes the mother's story when she claims the child was kidnapped. The woman's credibility is questioned when not a single picture of the infant can be found. Crime Scene call in with news of the discovery of what seems to be a shallow grave, but the only thing the Heelers find buried there is some apparatus, apparently for faking a pregnancy. As investigations continue, the mother's sister turns up at the station and tells Tom she holds grave fears for her sister's sanity. It turns out the mother was a successful journalist who had a nervous breakdown following a well publicised ""close encounter"" with alien beings. Could it be the mother has done something to the baby? Was there a baby at all? Or was it all a product of the woman's fevered imagination? When a local farmer, Jack Buckley, wins Oz lotto, the patrons at the Imperial are truly delighted for him. His family have been struggling with their farm for as long as anyone can remember, and Jack dreams of using the money to pay off the bank and keep the farm in the family for future generations. Next day, however, Jack claims his winning ticket has been stolen, and PJ becomes skeptical because there is some doubt that the ticket ever existed—the newsagent didn't sell it to him, and his family can't remember seeing it. Maybe the old man really is going senile? While this draws sniggers from his uniformed colleagues, PJ fails to see the humour. It will be hard enough to get a conviction for the rape of an ex-crow without Nick's personal involvement complicating the case. When Nick and Maggie escort the repo agent, Mr. Miller, to the farm arrive it's been stolen. There is lots of finger pointing. Later that day Miller and his mates beat up Crowley. Maggie has a word to Bob's daughter Grace. Turns out that Grace and her boyfriend had ""hidden"" the harvester so that her father could collect the insurance so he wouldn't lose the farm. Needless-to-say she is charged. Meanwhile local handyman, David Tufnel is found dead. Wayne learns the hard way that whoever signs the body over to the morgue has to assist with the autopsy. On the personal front, Roz is trying to establish a beauty parlour at the watch-keepers house. Wayne doesn't get around to asking Tom for permission and when women start ringing the station for facials Roz is found out. Tom spits the dummy and closes her down before she really starts.

He gets into a minor prang with some city duck-shooters and goes berserk and shoots a gun in the street. Tom agrees to let him go if he promises to stay out of trouble. PJ writes shields off as a wacko but Maggie feels there is something more to it. When Shields is found dead the next day, the finger is pointed at the duck-shooters. When pressed by PJ the wife admits that her husband committed suicide as he had terminal cancer using a gun to highlight the danger of guns. PJ is not convinced but soon the media take over and join the wife's side. Finally Maggie gets some circumstantial evidence that the wife killed her husband but it's too late as she is now the media darling and they could never make it stick. Wayne are Roz are celebrating her new business when the phone rings — there has been a burglary at the local antique store, one of a spate of local break-ins. Whilst PJ is off with a ""girlfriend,"" Wayne is forced to stand guard all nite. Meanwhile Maggie and Nick arrest ""Blackjack"" Eagan, a ex-copper and hero of PJ's.
